(yes, these rules are taken from another mock. But they're tweaked for the better)

Official Rules for PP Mock Draft 2009

1. Free Agency will be ran like last year. But, each team will have a similar cap to the current NFL team. Now, of course the numbers might not match. I'm copying the number from a respected NFL Poster named AdamJT. His numbers are very close to true. I trust that all of you will be honest when adjusting your cap space. It will be checked on though. Some teams will be in heaven and some teams will struggle. Welcome to being a owner of a team.

2. Every team has the luxury of placing the Franchise Tag on a player. Each position has a different cap cost. Those numbers can be found at the bottom of the rules.

3. A list of free agents by team are listed in another thread. The list will not include franchised players. 8 players can be cut from a team to create cap room. 75% of their 2009 salary (Bonuses not included) will be added to your cap. The contract information will be posted in a reply for everyone to view each team's salaries. Other years on the contract will not be used at all. The list of cut players will be made after 32 owners are found and before the auctions start. So make as much room as possible because after that the only way to create more room is by trade or if a player retires. . All cut salaries will be rounded up to the nearest 250.000 dollars to avoid crazy math scenarios. Cuts are not final until the deadline.

4. Position free agent will be auctioned off on a thread every 24-48 hours depending on the length of players available. The team with the highest bid wins taking off the amount off of their perspective salary caps. Make your bid the players name or names and the amount. You can only bid by 250,000 dollars. So their is no 2,000,001 bids as an example. So we don't have any FA Stolen. If you are waiting in the wings to make 1 big offer at the end ... Don't waste your time. If you haven't made a bid on a FA in the last 2 hours ... then you are not aloud to bid at the end.

5.In trades the players salary will be subtracted from the team he is traded to and added from the team he is traded from. The salaries will be rounded up to the nearest 250.000 dollars like free agents.

6. Depth Charts are KEY The DC must be updated as you go. This is the easyest form of another owner looking up your team to try and trade. Plus, it's easy for anyone to view your team at any time. It's pretty much the staple of this whole draft. It's MANDATORY.

7. Restricted Free Agents will be on a separate list and have penalties attached. Players will be assigned draft pick penalties and as in real life the player's team has the choice to match the offer.

8. Trades - Everyone will want to make trades. It's one of the best parts. PLEASE BE REALISTIC (Fort). We'd like to be fair, and no BS Trades. Peyton Manning won't be traded. Trades must be talked about through PM or Instant Message or any other form of commucation. Trades are not to be worked out on the forums for all to see. You can post a trading block or let others know what picks are open. But please only post FINAL TRADES in the Discussion Thread / Trade Thread -- PLEASE BOLD the trade, and both parties MUST approve it in the tread.

9. If a player retires after we start there salary will be added to your cap.

10. If a team goes dead for 3 days (72 hours) ... I will assume you've quit. I'll try and reach you through the best way you list. And we'll go from there.

11. Restrict Free Agents - If you tender them. Another team has the option to sign them, and you have the right to match the offer or let them go for their compensation that you initially placed on the player.

12. I can't stress enough - DEPTH CHARTS are key. Look at mine (BME) and please please set it up somewhat similar thank you.

Projected Start Date: NO IDEA!

- We'll let sign ups run it's course till we're filled.
- I'd really like to get cuts done before start anything else.
- I'd like the NFL Season to be at the Superbowl before we get serious about trading draft picks. Because some teams might change if they make it to the Superbowl.
- TBD when we'll start rolling with this.

FRBURARY 7th - BY THIS DAY YOU MUST ...

- Designate your franchise player (if you are going to)
- Tender your RFAs (will count against the cap)
- Resign ERFAs - Cost is 250K
- RFA, EFA, UFA will be put on the open market for the start of Free Agency by this date if you haven't signed them.

- REMEMBER -

- 53 Man Roster

- You will receive half the player's salary back if he is cut. (Example - Player makes $500,000 this season. $250,000 goes onto your cap)

- If you trade a player his 09 full base salary will be taken off your cap and added to your cap if you are getting the player.

The 2009 cap is estimated to rise to $123m

If a GM wishes to retain an exclusive rights free agent he can be retained for a minimum $250k 1 year contract.

(Uncapped potential rules: Position free agents will be auctioned off in a separate thread every 24-48 hours in a staggered start depending on the depth of players available. Their starting bids will be determined by their class potential at the time of their signing (A's start at the highest, B's lower starting rate, etc. etc.). All bids instead of being posted in a thread will be sent in private to a third party auctioneer or a trustworthy owner/co-commissioner. Every 6 hours until the end of the auction the leading bid will be updated. Due to the uncapped season and a lack of a "hard salary cap" to prevent astronomical deals, the privacy is an attempt to curve asinine spending habits. It's a real team, run it like one.)

PM, AIM and Text are probably the best avenues for contact, so make sure all reasonable means of contact are utilized.

If using an uncapped scenario, consult this list: These players that are currently UFA's given a CBA deal, will become RFAs and will be subject to compensatory rules as all other RFAs are.

Be advised these numbers are very high. Is there an unusually high number of FAs this year? Also, this was calculated using BME's rosters CAP numbers, so maybe those are low? I'm not really sure but the amount of space (except Dallas) is alarming.

Suggestions: 1) use these cap numbers for the uncapped, 2) or use them with a ceiling of the average of the top 5 salary caps to curb Fort overspending (172M)...3) ceiling of the #5 salary cap (150M). By ceiling I mean people below the ceiling are limited to their revenues, but those with caps that exceed the ceiling are only able to spend up to said ceiling.

I personally vote 2 or 3. The ideal compromise would probably be a number between 2 and 3 (161M?)
